Inserm Transfert is the private subsidiary of Inserm, specialised in life sciences technology transfer and collaborative research projects funding. It will support Inserm-ANRS-MIE with the management and coordination of the project.


ANRS | Emerging Infectious Diseases/INSERM

The ANRS MIE-INSERM facilitates, evaluates, coordinates and funds research into emerging and re-emerging infectious diseases. It covers all areas of research: basic, translational, clinical, public health, and human and social sciences. The agency federates an interinstitutional network of national and international researchers, patient organisations and civil society representatives, all fully involved in the agency’s governance and operation. This dynamic of co-construction guarantees project implementation in line with the expectations of the affected communities, and aims to limit the health, economic and social impacts of epidemics. In the event of an emerging or re-emerging epidemic in France or worldwide, the ANRS MIE-INSERM can activate a facilitation and watch procedure for a rapid response to health crises. The agency has access to critical research infrastructure such as ERINHA (BSL4) and clinical trial networks (Open-Remie, I-Reivac). The ANRS MIE is coordinating the EU RESPONSE – EU PROACT Adaptive Platform Trial and the CSA BE READY Plus. In the framework of BE READY PLUS, the ANRS MIE is leading the WP1 on Management and Coordination, and the WP4 providing Scientific Support and Expertise for Pandemic Preparedness.

The Austrian Agency for Health and Food Safety (AGES) is a government owned agency attached to the Federal Ministry of Social Affairs, Health, Care and Consumer Protection and to the Federal Ministry of Agriculture, Forestry, Regions and Water Management. The business of AGES is to promote a holistic approach to food security, food safety, animal health and public health issues in the sense of the One Health concept. In BE READY PLUS, AGES is co-leading the WP7 on Communication, Dissemination and Exploitation and is responsible for leading a task in WP2.

UANTWERPEN
Belgium
UANTWERPEN, with its international reputation in investigating pandemics caused by antibiotic resistant bacteria and in preparing the clinical research response of Europe to future pandemics, has been crucial in developing the Strategic Research and Innovation Agenda (SRIA) in BE READY. UANTWERPEN will lend its scientific support and expertise primarily to the tasks in WP5 in BE READY PLUS, paving the way to the establishment of an ever-warm EU wide network of clinical research sites for pandemic preparedness. More specifically, UANTWERPEN will co-lead Task 5.3: “Define and describe the ever-warm networks of clinical study sites for pandemic preparedness, and how to achieve sustainable support.”

The Department of Work, Economy, Science, Innovation and Social Economy of the Flemish government (WEWIS) leads Task 6.1 in BE READY PLUS, managing the Pandemic Preparedness Observatory. It strengthens collaboration with stakeholders and EU initiatives to enhance pandemic preparedness. By aligning efforts and avoiding overlaps, WEWIS contributes to a more effective response.

The Federal Public Service (FPS) Health, Food Chain Safety and Environment is a Belgian government institution dedicated to ensuring public health, food safety, and environmental protection. Within the BE READY PLUS project, FPS Health is focusing on staying informed on preparedness and response to public health emergencies, situational awareness, and risk communication, by participating to the WP 2, 4, 5 and 7.

Statens Serum Institut (SSI)
Denmark
Statens Serum Institut (SSI) is responsible for the Danish preparedness against infectious diseases and one of Denmark’s largest research institutions in health. In addition to the role as national public health institute covering both diagnostic and epidemiological infectious disease preparedness, Statens Serum Institut also has veterinary preparedness functions in collaboration with University of Copenhagen (DK-VET) – making it a One Health institute. Statens Serum Institut has leading roles in several large European projects within infectious disease preparedness and One Health, and participates in the BE READY project family (BE READY, BE READY PLUS) as a strong partner in pandemic preparedness.

Finnish Vaccine Research – FVR
Finland
Finnish Vaccine Research – FVR has decades of experience and internationally recognized expertise in conducting comprehensive vaccine trials. Our comprehensive network of clinics offers clinical expertise in phases 1-4 of vaccine research as well as investigations into the effectiveness and safety of vaccines already in use. Our work also covers Real-World Evidence (RWE) studies, and pragmatic vaccine trials, utilizing Finland’s comprehensive health registers and data resources. In BE READY PLUS we will support mainly WP5 – PAVING THE WAY TO EVER-WARM CLINICAL TRIAL NETWORKS FOR PANDEMIC PREPAREDNESS

HUS Helsinki University Hospital is the biggest health care provider in Finland. We are responsible for organizing specialized healthcare in the Uusimaa Region. We also have nationwide responsibility for the treatment of many rare and severe diseases. Our expertise is internationally recognized and accredited. HUS input will focus mainly on work in WP5 – PAVING THE WAY TO EVER-WARM CLINICAL TRIAL NETWORKS FOR PANDEMIC PREPAREDNESS.

DLR is a project management agency that supports BE READY Plus on behalf of the Federal Ministry of Education and Research (BMBF) in Germany. We prepare the administrative requirements prior to launching Joint Transnational Calls in order to be ready for the implementation of the SRIA. This includes the development of a call selection strategy and the preparatory work for setting up the first joint call secretariat for BE READY NOW.

Hellenic Pasteur Institute (HPI)
Greece
The Hellenic Pasteur Institute (HPI), is a private, non-profit research organization supervised by the Ministry of Development/General Secretariat for Research and Innovation (GSRI) and the Ministry of Health. The Institute has a long-standing tradition in translational-biomedical research, particularly in the field of infectious diseases. The HPI functions under the joint auspices of the Greek law for Research Centers (L.4386/2016) and the Bilateral Agreement (L 4528/2018 (Gov. Gazette Α’ 50),) between the Greek Government and the Institut Pasteur Paris (IP) and is a member of the Pasteur Network (PN). HPI participates in BE READY PLUS as an affiliated entity to the GSRI.

Semmelweis University (SE) in Budapest is a leading biomedical university in Hungary. It’s activities are based on three pillars: education, research & innovation and healthcare. With six faculties and a doctoral school, it covers all aspects of medical and health sciences. The University is the largest provider of healthcare services in Hungary. It is also part of the National Laboratory for Health Security, which brings together and coordinates multidisciplinary research teams in the country, promoting networking and creating a collaborative research community to provide the scientific basis for data and analysis-based decision making in the fields of health security, disease prevention and pandemic preparedness. In BE READY PLUS, SE will contribute to WP2 (Preparation of the future partnership), WP4 (Scientific support and expertise for pandemic preparedness) and WP7 (Communication & Dissemination).

The ISS serves the Ministry of Health, as well as the Regions and the Autonomous Provinces of Trento and Bolzano. Its research activities are organized across six Departments, 17 National Centres, two Reference Centres, five technical-scientific services, and a Notified Body responsible for assessing the suitability of medical devices. The ISS plays a crucial role in prevention and health promotion, addressing key public health challenges such as cancer, chronic and neurodegenerative diseases, autism, rare diseases, infectious diseases, and pathological addictions. The LNS contributes to Work Package 6, “Strategic Collaboration with Stakeholders and Related Initiatives”, specifically to Task 6.2. This task focuses on identifying and fostering synergies with EU stakeholders and relevant initiatives.

In BE READY PLUS, RIVM will contribute to task 4.2 (Review of the needs, research gaps and gathering of feedback from the scientific community) and work packages 2 (Preparation of the future partnership) and 7 (Communication & dissemination).

ZonMw programmes and funds research and innovation in health, healthcare and well-being, encourages the use of this knowledge and highlights knowledge needs and gaps. Within BE READY Plus, ZonMw will contribute to the development of the future partnership, establishing a scientific working group on pandemic preparedness, updating the SRIA, and shaping the strategic planning for future calls.

The Norwegian Institute of Public Health (NIPH), a government agency under the Norwegian Ministry of Health and Care Services, focuses on generating, summarising, and disseminating knowledge that supports effective public health initiatives and healthcare services, thereby promoting better health both in Norway and globally.
In the Be Ready Plus project, NIPH serves as the lead for Work Package (WP) 5, titled Paving the way to ever-warm networks of clinical study sites for pandemic preparedness, which aims to establish collaborative networks for rapid response to pandemic-related research. In addition to its leadership in WP5, NIPH is involved in several work packages: WP2, WP4, WP6 and WP7.

The Agency for Clinical Research and Biomedical Innovation (AICIB) is an entity created by a Resolution of the Portuguese Council of Ministers, in 2018, to be the link between the Ministry of Health and the Ministry of Science and Technology. Its main mission is to promote, coordinate and support activities in the areas of clinical and translational research and biomedical innovation, contributing to the optimization of Portugal’s clinical, scientific and technological potential. AICIB’s mission is also to coordinate research to be priority-oriented based on several political instruments such as the National Health Plan, the Priority Health Programs, or the European Framework Programs for R&D in Health.

The National Institute of Health Dr. Ricardo Jorge (INSA) is a public organization under the Portuguese Ministry of Health, with scientific, technical, administrative, and financial autonomy. INSA develops a triple mission as a state laboratory in the health sector, a national reference laboratory, and a national health observatory. In the BE READY PLUS project, INSA will contribute to strengthening the research framework by providing expertise in operational procedures for emergency response, sharing insights from ongoing initiatives, and supporting the development of infrastructure for joint transnational calls. Additionally, INSA will also support in fostering collaboration and networking among research communities, policymakers, and stakeholders, promoting a coordinated and comprehensive approach to pandemic preparedness.
