Cooperation with

the Commission including HERA

The objectives of WP5 are to understand the Research & Innovation (R&I) scope of the Commission for pandemic preparedness, in particular the Directorate-General for R&I (DG RTD) and HERA, in order to integrate them into the SRIA, as well as to establish a coordination and collaboration with the Commission to maximize the impact of R&I efforts. It will further identify the needs beyond the SRIA to be prepared for future threats and establish a structure and governance model of the R&I component for pandemic preparedness in order to inform DG RTD, HERA and relevant institutions. Within WP5, a pandemic preparedness observatory will be developed, that will provide a source of information for further analysis to understand which R&I mechanisms and supporting measures are activated or are needed to address health crises at regional, national and European levels. It may serve as a source of best practices, will allow us to draw lessons, identify gaps and serve as a source of inspiration for others.

Reciprocal communication with EC including HERA


Ensure reciprocal communication with HERA and other relevant international initiatives on the R&I scope for pandemic preparedness and the SRIA development.

Pandemic Preparedness and Response Observatory


Develop an inventory of R&I policies and strategies, infrastructures, budget mobilisation mechanisms and funding sources, and R&I actors, authorities and activated processes in case of a health threat, taken in EU Member States and Associated Countries, with respect to pandemic preparedness and response.

Develop an enabling framework to maximize the R&I impact to address future pandemics


Establish a set of co-creation sessions that will be organized in alignment with meetings and workshops organized in other WPs and will focus on ethical, legal, regulatory and socio-economic aspects that should be taken into account to ensure a swift, coordinated and cross border response in case of a pandemic.
